Universal Color (aka Locked Color): An evergreen color that would not be changed, dropped, or modified without serious discussion that includes all stakeholders, including adult hobbyists and LEGO Company executive management.

In other words, they are not locked - if TLC wants to change their colors, I doubt that “discussion” with AFOLs would change their mind (although I would love to see 3 of these locked colors change). However, thanks Jake for venturing back to these turbulent waters, even if this list in my opinion has little meaning.
